30-Sep-2026 — Three Malaysian money services businesses have been fined by the central bank after compliance failures were uncovered during supervisory examinations, reinforcing the message that fundamental AML controls remain under close regulatory scrutiny.

Malaysia's financial crime regulator has once again demonstrated that compliance failures do not need to involve large-scale money laundering scandals to attract enforcement action.

"Bank Negara Malaysia (BNM) announced administrative monetary penalties totalling RM40,400 against three companies after supervisory examinations identified weaknesses in customer due diligence (CDD) and sanctions compliance controls."

The penalties, while relatively modest in value, send a clear message to money services businesses and financial institutions across the region: regulators are increasingly focused on whether compliance controls work effectively in day-to-day operations.

Customer Due Diligence Failures Trigger Largest Penalties

The largest penalty, RM22,000, was imposed on Wawasan Ilham (M) Sdn Bhd (WISB) after regulators found the company had failed to conduct customer due diligence for a money-changing transaction. According to BNM, the failure resulted from inadequate oversight and a weak compliance culture.

A further RM6,900 penalty was imposed on SMJ Teratai Sdn Bhd, where regulators identified similar failings in customer due diligence controls. BNM said the breach arose because staff failed to exercise reasonable care when implementing CDD requirements.

Customer due diligence sits at the heart of anti-money laundering programmes. It enables firms to verify customer identities, understand the purpose of transactions and assess risk. When these checks are overlooked, institutions expose themselves to financial crime, regulatory penalties and reputational damage.

Sanctions Compliance Under the Spotlight

A third company, Ruhanmas Forex Sdn Bhd, received an RM11,500 penalty for failing to comply with targeted financial sanctions requirements. BNM's examination found that the company had neither maintained an effective sanctions screening mechanism nor screened customers against applicable sanctions lists, attributed to a lack of understanding of regulatory obligations.

Sanctions screening has become one of the fastest-moving areas of compliance. Financial institutions are expected to maintain up-to-date sanctions databases and screen customers continuously against domestic and international sanctions lists.

The Common Thread: Operational Compliance Gaps

  • Inadequate customer due diligence processes at onboarding and transactions.
  • Weak compliance oversight, governance, and supervisory controls.
  • Insufficient staff understanding of mandatory regulatory obligations.
  • Failure to maintain automated and effective sanctions screening mechanisms.
  • Inconsistent execution of compliance controls across day-to-day operations.

How the SecuroQ Intelligence Financial Framework Solves This

• Automated Customer Due Diligence Monitoring: Standardise verification and spot incomplete documentation before audits. • Continuous Regulatory Oversight: Centralised visibility across business units to eliminate compliance blind spots. • Workforce Control Assurance: Measurable workflows and immutable audit trails. • Real-Time Sanctions Intelligence: Automated continuous screening against domestic and global sanctions lists. • Audit-Ready Evidence: Structured records and decision logs ready for regulator inspection.

A Growing Global Regulatory Trend

Financial regulators are increasingly focusing on whether firms can demonstrate the effectiveness of their controls in practice rather than merely showing that policies exist on paper. As these latest BNM penalties show, even relatively small operational failures lead to public regulatory enforcement when core obligations are neglected.
